
Karnataka Chief Minister B S Yeddyurappa will present the 2011-12 annual budget and the state’s first exclusive ‘agri-budget’, outlining initiatives for the agriculture sector, when the budget session gets underway on Friday.
Karnataka Budget 2011–2012 session will start from today 24 February 2011 and last till 17 March 2011, based on total of 15 working days.
Economic survey is projecting with a robust 8.2% growth for Karnataka in 2011.
It is first time that BSY is presenting a separate budget for agriculture. Opposition parties have described the separate budget as an attention-grabber to regain his fame that has been battered after a series of corruption charges against his government.
This year, it is Yeddyurappa’s 6th consecutive budget and the 4th after his party came to power.
Official sources said the fiscal performance of the BJP government on the plan sector with an outlay of Rs 31000 crore in 2010-11 was about 52 per cent as on December 31, 2010.
Similar is the case with the performance on non-plan sector, which had an outlay of about Rs 41,000 crore.
There is also speculation that Yeddyurappa is holding out the threat of Assembly dissolution to cow down the opposition which has been attacking him over allegations of corruption.
BJP insiders have however rejected any possibility of dissolving the Assembly and seeking a fresh mandate.

Karnataka Budget 2011- The agriculture & allied sectors and tertiary sectors are expected to have higher growth with 5.7% and 9.7 % respectively. Last year, the growth in agriculture & allied sectors and tertiary sectors was 3.3% and 3.7% respectively.
Salient features of the budget are as follows:
* Mega dairy at Mysore, KMF will mobilise funds for this
* Rs 2.5 crore for prevention of epidemics
* Rs 10 crore as incentives for fish farming
* Interest free loans for higher education for farmer’s children
* Agriculture revolving funds to be increased to Rs 1000 crore
* Rs 100 crore for small ports
* Rs 200 crore for organic farming
* Seeds to be supplied to farmers at 50 percent subsidy
* Karnataka agricultural development policy to be strengthened
* World agriculture investment summit in June 2011
* New courses for diploma in agriculture
* Rs 2 lakh insurance for farmers
* Training to be given to five lakh farmers in organic farmers
* Better IP sets to be provided to farmers to reduce power consumption
* RS 2123 crore for uninterrupted power supply to farmers
* Rs 1000 crore for renovation of ponds and lakes
* Rs 9 crore to encourage paddy and sugarcane production
* Single window scheme to help farmers
* Rs 25 crore for coconut cultivation
* Rs 289 crore sanctioned to improve Krishna project
* Rs 17,850 crore allocation for the agricultural sector
* Rs 125 crore for Bio Farming and Rs 100 crore for drip irrigation
* Rs 3900 crore for supply of electricity to IP sets
* More neera processing units to be set up
* Exemption of VAT for floriculture
* Rs 2 crore to combat diseases that afflict areca plantation
* Rs 10 crore for APMCs across the state
